Authorization
Players are eligible to play if they are authorized to play for the participating club, association or representative team in accordance with the regulations of their home association and FIFA. A player's passport is not required. The previously submitted list of participants will be used. An identity document as proof of age should nevertheless be submitted to the tournament management on request.
Age groups
In the U18/U19m age group, only players born on or after 01.01.2006 may be used.
In the U16/U17 (f/m) age group, only players born on or after 01.01.2008 may be used.
In the U14/U15 (f/m) age group, only players born on or after 01.01.2010 may be used.
In the U12/U13m age group, only players born on or after 01.01.2012 may be used.
In the U11m age group, only players born on or after 01.01.2014 may be used.
Playing time
The playing time for all tournament games is 1x 24 minutes. There is a quick change of sides without long breaks and coaching time.
Replacement
During the game, players may change as often as they like. Substitutions can be made during the game. However, substitutions may only be made within the coaching zone near the halfway line, i.e. the substituted player must leave the pitch at the coaching zone and the substituted player may only enter the pitch there (exception: injuries).
Game review
For the group matches, the goal difference is decisive in the event of a tie, or the number of goals scored in the event of a tie. If the number of goals scored is equal, the direct comparison between the teams is decisive. If there is also a tie here, the winner is determined by drawing lots. If groups are distributed asymmetrically, the match between the best second, third, fourth or fifth-placed team against the team at the bottom of the table is not counted in the comparison between the teams in the larger group.
If there is no winner after regular time in the knockout matches (e.g. round of 16) and placement matches, the winner is determined by a penalty shoot-out (large pitch) without extra time. First, three shooters per team compete against each other. If there is no winner after three penalty kicks, a further penalty kick will be taken by each team until a winner is determined. All players are eligible to take penalties, regardless of whether they are on the pitch at the end of the match or are substitutes at the time. No player may take two penalties until all teammates have taken a penalty.
If a team arrives late (5 minutes after the official start of the match) or does not show up, the match is deemed to have been lost by 0:2 goals and won by the opponent by 2:0 goals. If a team is late through no fault of its own, the tournament management decides whether the match will be rescheduled. If a team causes a match to be abandoned, the match is also deemed to have been lost with a score of 0:2 and won by the opponent with a score of 2:0. This also applies to gross unsportsmanlike conduct off the pitch. In this case, the tournament management has the right to exclude the team concerned from the rest of the tournament. If matches are canceled due to weather conditions and cannot be made up on the scheduled tournament days for scheduling reasons, the results of these matches will be drawn (2:0 or 0:2). This only applies if the tournament is interrupted, not if it is abandoned.
Roster
It is necessary to fill out a player list. Each team must submit this list to the tournament management at the tournament check-in on the first day of the tournament.
Players may only play for one team. If a club participates with several teams, the players must be firmly assigned to a specific team. Exceptions to this rule (e.g. due to injuries) must be approved by the tournament management.
Number of players & field size
The U15w, U15m, U17w, U17m & U19m play on a large pitch with 10 outfield players plus goalkeeper. The U13m team plays on a medium-sized pitch with 8 outfield players plus goalkeeper. The U11m & U13w play on a smaller pitch with 6 outfield players plus goalkeeper. Any number of substitutes may take part in the matches for each team.
Kick-off
The first-named team always kicks off. The second team has the right to choose the side of the pitch. The kick-off may be played with the first contact to the back and can only be taken by one player.
Penalties
The appointed referee reserves the right to impose the following penalties as a result of foul play, unsportsmanlike conduct or other illegal offenses:
- 5-minute time penalty (yellow card)
- Expulsion (red card)
A time penalty is indicated to the player concerned with a yellow card. In the event of a sending-off (red card), the player concerned is automatically suspended for the next match. It is at the discretion of the tournament management to impose a higher penalty. In the event of serious disciplinary offenses (also outside of tournament matches), the tournament management may exclude the player concerned from the tournament.
As soon as a coach sees a yellow/red card, he/she must explain his/her misconduct to the tournament management no later than 10 minutes after the final whistle, otherwise the match will be scored against the team. In the event of a red card, the coach will be suspended for at least one match; in the event of gross unsportsmanlike conduct, the team may be excluded from the tournament. The same applies to spectators (parents, accompanying persons, siblings) who are not allowed to enter the pitch
Spare jerseys
The team named first in the match schedule must wear bibs or suitable substitutes in the case of the same jersey color. Shirts will be provided by the tournament management.
Recognition of the rules
By participating, all clubs accept these tournament rules. Violations may result in the exclusion of the team from the tournament. All teams are responsible for their own clothing and sports equipment. The organizer and the tournament management are not liable for theft of any kind.
Submit objection
An objection must be submitted to the tournament management within 15 minutes of the end of the match. The tournament management is responsible for the consequences of the objection.
The tournament management will not accept any complaints concerning factual decisions made by the referee.
Tournament rules
Eligible are persons who, according to the regulations of their home association and FIFA, can issue a player's permit for the participating club, a municipality or a representative team. The player passport and, if applicable, an identity card (date of birth) must be brought along and presented on request.
Players born on or after 01/01/2005 may play in the U18/U19 age group.
Players born on or after 01/01/2007 may play in the U16/U17 age group.
Players born on or after 01/01/2009 may play in the U14/U15 age group.
Players born on or after 01/01/2011 may play in the U12/U13 age group.
Players born on or after 01.01.2013 are allowed to play in the age group U10/U11
The estimated playing time for all games is 2 x 20 minutes. There will be a short drinking break and a change of sides at half time. Coaching during the break is not allowed.
During the game it is allowed to substitute players at any time. But the players must leave the field in the coach's zone near the center line and the substitutes enter the field in the same area. (Exception: injuries)
In case of equal points in group matches, the goal difference decides. If the goal difference is equal, the number of goals scored decides. If these are also equal, then the direct comparison between the teams decides. If this is also equal, the winner will be determined by random draw.
If no winner is determined in the knockout matches (e.g. round of 16) and no winner is determined in the placement matches after regular playing time, the winner is determined by penalty shootout without overtime. First, three shooters per team compete against each other. If no winner is determined after three penalty rounds, each team will take another penalty until a winner is determined. All players are eligible to be penalty shooters, regardless of whether they are on the field at the end of the game or are substituted at the end. No player may take two penalty kicks until all of his teammates have taken a penalty.

The tournament committee will decide if the team in question will be excluded from the rest of the tournament.
If matches are cancelled due to weather conditions and cannot be made up on the scheduled tournament days due to scheduling reasons, the results of these matches will be randomly selected (2:0 or 0:2). This only applies in case of a tournament interruption, not in case of a tournament cancellation.

The U15, U17 and U19 play on a large field with 10 field players and a goalkeeper. The U13 plays with 8 field players and a goalkeeper on a 70 x 50 meter field with 5-meter goals. U10/U11 plays on a small field with 6 field players and 1 goalkeeper. Each team may bring as many substitutes as they wish.
The first named team has the kick-off. The second team has the right to choose the side of the field. The kick-off may only be taken by one player and can be played backwards with the first contact.
The referee has the right to impose the following penalties for foul play, unsportsmanlike conduct or other illegal offenses:
- 5-minute penalty (yellow card)
- Send (red card)
- A time penalty is imposed by the yellow card.
If a player is sent off (red card), he is automatically suspended for the next match. It is at the discretion of the tournament management to impose a higher penalty. In case of serious disciplinary violations (also outside the tournament matches), the tournament management may exclude the player concerned from the tournament.
The GFF Committee asks all teams to be fair and courteous in their dealings with each other and the referees and to respect their decisions.
If two teams have the same jersey color, the first named team must wear appropriate alternate jerseys or shirts, which will be handed out by tournament management. Players must bring shoes for grass and artificial turf fields to the tournament. Wearing soccer shoes with tacky cleats on artificial turf is not permitted. You may wear either round cleats (studs) or astro (multi). In the event of an infraction, tournament management and the referee have the right to exclude the player in question from the game. Wearing shin guards is mandatory to prevent injuries.

By participating in the German Football Festival, all clubs accept the rules. Any violation can lead to exclusion from the tournament. All clubs are responsible for their own clothing and belongings.
The organizer declines any liability for possible loss or damage of brought items. If you have any further questions, please contact the tournament management.
An appeal must be submitted to the tournament management within 15 minutes after the end of the match. The consequences of the appeal are the responsibility of the tournament management. The GFF Committee does not accept appeals against decisions of the referees.
